Take a bus
You can reach the North Bus Terminal of Cebu City and take a bus from there to Hagnaya Port. There are several bus companies that operate air conditioned and non-air conditioned buses between the city and the island. If you are comfortable with warm temperatures and want to enjoy the tropical weathers of Philippines, then taking a non-air conditioned bus is recommended. But if you are coming from a cool region, then taking an air conditioned bus will help you slowly adapt to the warmer climates of the place.
